The purpose of the Director's Safety Council is to review and take responsibility for the structure and performance of Environment, Safety and Health (ES&H) related efforts at Jefferson Lab.
This Council is an integral part of Jefferson Lab's commitment to ES&H as defined by the Lab's Contractor Assurance System (CAS), especially its Integrated Environment, Safety and Health Management system.
The Council is established by the Laboratory Director and designated members:
- Lab Director (VM)
- Deputy Lab Director for Science and Technology (VM)
- Deputy Lab Director for Operations/Chief Operating Officer (VM)
- Project Assurance Officer (VM)
- Associate Director for Accelerator Operations, Research and Development (VM)
- Director of Environment, Safety and Health
- Associate Director for Experimental Physics (VM)
- Associate Director for Theoretical and Computational Physics (VM)
- Chief Financial Officer
- Chief Informational Officer, Associate Director for Computational Sciences and Technology (VM)
- Chief Communications Officer
- Engineering Division Manager (VM)
- Human Resources Director
- Users Group Board of Directors Chair, or designee
- Quality and Performance Assurance Director
- Worker Safety Committee Chairperson (VM)
- Jefferson Lab LCLS-II Project Leader
- Facilities Management and Logistics Director (VM)
VM = voting member
Six voting members constitute a quorum. A majority vote of attending members is required to approve safety-committee decisions. The committee will forward issues not resolved by majority vote to the Laboratory Director for resolution.
The Council will meet quarterly. Meetings will be chaired by the Director for ES&H. The TJSO Site Office Manager, or designee, will be invited to participate as an Observer.
The Council has the following roles and responsibilities:
- Provide visible Leadership and a proactive posture with respect to lab-wide ES&H performance
- Review, provide comment, approve major ES&H Manual changes and initiatives proposed by the Director for ES&H
- Monitor ES&H performance measures, discuss trends, and identify actions to improve performance
- Review significant work and safety management issues; these issues may be selected by the Council or may include items requested by Laboratory committees, departments, or other organizations
- Annually review ES&H Performance metrics feedback and take appropriate actions to improve performance
- Review data and reports from ES&H and other safety-related groups chartered by the Lab Director
- Review status and effectiveness of corrective action taken in response to significant events or assessments
- Monitor communications with external entities (non-DOE) regarding Jefferson Lab’s ES&H performance
