Administrative Manual - 204 Classification and Compensation

204.02 Establishment of Classifications

  1. RESPONSIBILITY

The Human Resources Department is responsible for recommending new classifications and changes in existing classifications.

  2. ORGANIZATIONS

Jobs at JSA are grouped in broad classifications as shown below, and additionally into subgroups and individual classification codes. Each of the classification codes, with further subdivision into levels corresponding to the duties and responsibilities assigned, the degree of experience and skill required, and, in some cases, the amount of education required, has its own classification description. Each is analyzed to determine if its status is either FLSA nonexempt (eligible for overtime pay) or FLSA exempt (ineligible for overtime pay).

  4. DETERMINATION OF APPROPRIATE CLASSIFICATION

Jobs at JSA are classified on the basis of duties, responsibilities and required qualifications. The Human Resources Department shall determine the appropriate classifications for positions based on written job descriptions of the work being assigned or performed. In assigning a position to a specific classification the following factors are assessed: level and scope of responsibilities; the technical/scientific complexity of assignments, the judgment and initiative exercised in performing the work; the management, supervisory, and leadership duties; the impact of errors; the communication and interpersonal skills required; and the knowledge, experience, education, and skills required.
