Administrative Manual - 301 General

301.01 Engineering, Maintenance, Repair and Facility Services

  1. POLICY

    All real property (buildings, structures, built-in equipment, and grounds owned, leased or held in custody) is engineered and maintained in a manner that preserves, protects, and extends the expected facility life and usefulness. Safety, health, environmental and security deficiencies are given high priority. Structures are designed to present an aesthetically pleasing appearance.

  2. RESPONSIBILITIES
    1. The Plant Engineering Department is responsible for performing or specifying performance of all Jefferson Lab engineering, maintenance and facility services.
    2. An exception to this is electrical work in the Accelerator and the Test Lab. In these buildings, the Accelerator division electricians are primarily responsible for all electrical work and the Plant Engineering Department provides assistance, when requested.
    3. The Plant Engineering Department also provides minor renovations and additions to the extent of fund(s) availability.
  3. PROCEDURE
    1. The Plant Engineering Department has an established Service Work Request System. All engineering, maintenance, repair and facility work requests may be accomplished by computerized electronic mail or called in to the Service Desk (7400) if it is an emergency.
    2. To send a work request via computer electronic mail, the user must have a computer account on CEBAFA or CEBAF2 issued by the Computer Center. To access the routine, type in:
      • setup service
      • service
      • ps

      Answer the prompts, provide a concise description of the work requested, and the desired time frame for completion. Safety related requests are to be completed in no more than three days. A return electronic mail description will be sent back to the user to confirm transmission.

    3. Service Requests fall into one of two categories:

      Maintenance/Facility Service Requests and Engineering Service Requests.

      1. Maintenance/Facility Service Requests include the following:
        • Security
        • Interoffice moves
        • Leased transportation
        • Locksmith service
        • Janitorial service
        • Entomological service (pest control)
        • Refuse collection and disposal service
        • Structural repairs
        • Heating, ventilating, and air conditioning repairs
        • Electrical repairs
        • Roads and grounds
        • Plumbing repairs
      2. Engineering Service Requests include the following:
        • Office and work space additions
        • Civil construction changes
        • Heating, ventilating, and air conditioning additions
        • Electrical additions
        • General plant project planning
        • Additions, Alterations and Renovations
        • Design criteria
        • Civil, mechanical and electrical engineering consulting.
    4. The Plant Engineering Department funds all necessary Maintenance/Facility Service Requests with the exception of facilities and buildings located within the accelerator complex belonging to the Accelerator Division. Engineering Service Requests which exceed minor construction, repair and renovation budget limitations may require funding from individual laboratory divisions.
