The Conference will focus on theoretical, experimental and instrumentation activities in the investigation of nucleons and nuclei with electromagnetic probes at intermediate and high energies. It follows conferences of a similar scope organized in Santorini in '95 and '97. Its aim is to review and to explore future trends in the following areas:

• Elastic & transition form factors
• Weak form factors & Parity Violation Measurements
• Spin Structure of the Nucleon and Sum Rules
• Chiral symmetry and Hadron structure
• Non-perturbative approaches to QCD
• Meson production & form factors
• Nucleon polarizabilities, VCS
• Structure of few body systems
• Nucleon and Quark correlations
• Technological Frontiers
• The case for 10-30 GeV Physics
