At CERN, a collaboration is growing out of NMC and EMC to
form the HMC, the Hadron Muon Collaboration. In addition, the HELP
Collaboration at CERN appears to be collaborating in HMC. This group
expects to upgrade the muon beam to 
muons/spill, a factor
of five improvement in intensity and with an energy of 200 GeV. In
addition, a new detector will be constructed which is optimized for hadron
detection. An extensive program of unpolarized target physics as well as
spin asymmetry measurements is planned.
