Changes to Admin Manual Section 209: Staff Development
Jlab's Staff Development policy (Admin Manual section 209) has been substantially changed. It defines the training, education, and performance improvement programs for which JSA may provide financial support to employees and recognizes three types of program:
Job-related Training (JRT), composed of on-site and off-site courses, has not changed substantially.
The Tuition Assistance Program (TAP) is now the Education Reimbursement Program (ERP); a name that more accurately describes it. The ERP contains more rigorous criteria for determining funding levels, including annual budget, average costs across institutions, and cost category and places an annual cap of $10,000 per student on reimbursements. No advance payments are authorized. In addition, the approval authority for ERP participation and reimbursement has changed from associate directors and office heads to the Chief Operating Officer (COO) and Chief Science Officer (CSO).
A competency-based Management-Supervisor Development Program (MSDP) has been added. It is composed of 50 skills in 7 competencies which were originally selected and validated by JLab Core Managers in 2000. Since the applicability and performance expectations for these skills vary according to the job and management level of the employee, they are assessed at different levels. In addition to a New Supervisor Orientation course and a Supervisor Nuts and Bolts course, the MSDP includes a variety of tailored courses of study that are assigned based on a 360o assessment.
