The Department of Energy (DOE) has announced that JLAB is scheduled for an Integrated Safety Management (ISM) Effectiveness Review during the 4th quarter of FY 2008. The Department of Energy Aquisition Regulation (DEAR) clause and associated implementing requirements for ISM are included in our contract, including the DOE ISM Manual. ISM is one of the most important programs in the (DOE). As such, successful implementation and performance is critical to our operations and research activities.
On October 1, 2007, we will be announcing our plans to prepare for the ISM review. This preparation effort will involve everyone in the Lab in a series of activities over the next 12 months. We have enlisted the help of CALIBRE Corporation. They are well know in the DOE complex with solid credentials in preparing DOE labs and sites for their ISM reviews. They will assist us by reviewing our processes, procedures, and work practices and then making recommendations to enhance our already functioning programs. Where they find gaps, they will assist us in documenting our existing practices in a safe and ISM compliant manner. Finally, they will be assisting us with interview preparations so that we are ready for the DOE Review Team when they arrive.
Immediately following our kick-off meeting in early October, I have asked the CALIBRE Team to begin their assessment efforts to help us establish a baseline for our ISM preparations. As such, Pat Stroop will be contacting you and/or personnel in your organizations to arrange interviews and work observations. Your support and attention to this critical matter is appreciated and will make our ISM preparations a success.
