Celebrating Black History Month, this week's photo was taken 31 years ago. Jessie Rattley (center) was a member of the board of directors of the National Municipal League from 1975 to 1979, and in 1979 she became the first African American and the first woman to serve as president. Rattley was the first African American elected to the Newport News City Council, serving from 1970 to 1986. She served as the first woman mayor of the city from 1986 to 1990.
