Appendix T1 New and

1.0
Purpose
This appendix describes
the minimum requirements used to ensure adequate environmental, safety, and
health (ES&H) considerations are incorporated into new or modification of
existing facility designs.
Considerations
include:
·
Life, safety, and fire
protection.
·
Environmentally
responsible construction techniques.
·
Restoration
and protection measures to enhance long-term stewardship of natural and
cultural resources throughout operation, closure, and post-closure life cycles.
2.0
Scope
ES&H reviews designs for new and
modification to existing facilities including:
·
New structures;
·
Architectural, structural,
mechanical, plumbing or electrical system modifications to existing facility;
and
·
Changes in building use
related to technical/scientific purposes.
3.0
Responsibilities
Outlined
in ES&H Manual Chapter
3110 Facility Design and Modification Review.
4.0
Procedure
4.1
ES&H Analysis
An initial ES&H identification of issues related to a new or
proposed modification of existing facilities occurs during development of
design criteria or other work-description documents. Anyone may identify potential ES&H issues
at any time during the design process.
New issues are reviewed when identified.
4.2
Review
ES&H
Manual Chapter 2410 Appendix T1 Hazard Issues List provides a listing of
ES&H issues that trigger the need for expert review. If the proposed design has even one of these
issues, an ES&H review is scheduled and continual involvement is
determined. Depending on the number of
issues more than one reviewer may be assigned.
4.3
Document
Records of ES&H reviews (in whatever form they occur) are
preserved as part of the documentation of the overall project design in
accordance with Facility Management and Logistics’ procedures.
Using a Graded Approach
the method and rationale of all ES&H reviews is preserved so:

Additional reviews are performed more efficiently.
·
Necessary permitting information is preserved.
·
Accurate “as-built” drawings are available when a facility is
modified or its use changes.
