1.0          Purpose

 

ES&H Manual chapters outline laboratory policy and associated appendices define laboratory procedures.  Drawing on diverse resources within and outside Jefferson Lab, policy and procedure content provides guidance for implementing safe environmental practices, and personal work habits which conform to federal, state, and local laws and regulation, and JSA contractual obligations 

 

2.0          Scope

 

Each policy and procedure of this ES&H Manual is reviewed by the chapter author every three years.  The content is reviewed and updated by the author in conjunction with the appropriate Subject Matter Expert, Coordinator and/or Contact.  Authors also verify that contract requirements flow appropriately into the ES&H Manual.

 

Policies and procedures remain in effect, even after the expiration date, until a revision, update, or removal has been approved.

 

Content that is deemed irrelevant, either because it is inconsistent with current lab conditions, or is found to be redundant, is removed in accordance with ES&H Manual Chapter 1300 Appendix T1 Content Review Procedure.

 

3.0          Responsibilities

 

Associate Director – ESH&Q:  Owns and directs the content of the ES&H Manual.

·       Approves/Assigns/Delegates Chapter Author responsibilities.

·       Determines appropriate topics.

·       Approves appendices (procedure) content.

 

All Jefferson Lab Employees:  May submit to the ES&H Manual Editor, or to the Chapter Author, a request to introduce, delete, review, or otherwise revise ES&H Manual content at anytime.

 

ES&H Manual Editor:

·       Maintains policy and procedure review schedules.

·       Provides chapter authors with a current, editable version of the content prior its expiration date. 

·       Provides chapter authors with editorial assistance as outlined in ES&H Manual 1300-T1 Content Review Procedure.

·       Provides members of the Director’s Safety Council and Division Safety Officers (DSC/DSO) with content edited in accordance with the Chapter Author Review as outlined in the ES&H Manual 1300-T1 Content Review Procedure.

·       Provides approval authorities with ES&H Manual content in accordance with the Final Approval Procedure as outlined in the ES&H Manual 1300-T1 Content Review Procedure.

·       Updates approved chapter/appendix:

o   Posts the approved chapter/appendix to the electronic file system.

o   Documents the approval/effective date and revision number.

o   Denotes the next scheduled review date.

o   Responds to individuals who may have requested changes.

 

Chapter Authors

·       Review assigned content at appropriate intervals.

·       Provide edits to the ES&H Manual Editor within two weeks of receipt.

·       Inform the ES&H Manual Editor if no substantive changes are required within two weeks of receipt.

·       Review current regulations, contract requirements and actual Jefferson Lab processes to verify that all areas are valid and implementable.

·       Review and initiate changes to ensure that hazard issues are appropriately addressed.  (See ES&H Manual 2410-T1 Jefferson Lab Hazard Issue List.)

·       If edits are required, commence an Author’s Review as outlined in ES&H Manual 1300-T1 Content Review Procedure.

 

Training Manager – Support chapter authors with training related development and implementation of training requirements.

 

Director’s Safety Council/Division Safety Officers (DSC/DSO) All ES&H Manual content requiring substantive changes are submitted for review to members of the DSC/DSO. 

·       Members review ES&H Manual content in accordance with the DSC/DSO Review Procedure as outlined in ES&H Manual 1300-T1 Content Review Procedure.

·       DSC/DSOs understand that “no comment” is deemed concurrence by the ES&H Manual Editor.

 

Laboratory Director:

·       Approves chapter (policy) content.  (If the Laboratory Director wishes others to also approve one or more chapters of the manual, their names are provided to the ES&H Manual Editor prior to final approval.) 

·       The Laboratory Director may issue Interim ES&H Manual content to address specific needs.  These may be issued without prior formal review by divisions and are normally limited in scope to implementing regulatory changes or to alerting staff to new hazards.  Comments regarding Interim ES&H Manual content are addressed to the ES&H Manual Editor.

 

4.0          Expectations

 

To maximize accessibility of current guidance, the definitive version of the ES&H Manual is accessible via Jefferson Lab’s on-line website.  This is the primary means of distributing this ES&H Manual.  Links to the ES&H Manual are maintained by the accessor and cannot be guaranteed as definitive by the ES&H Manual Author.  For the most current version, always access the document through the EH&S Manual Table of Contents.
