Slurm commands for Computing Coordinators

The management of Slurm accounts can be delegated to computing coordinators. This is useful for changing which users can run jobs against which Slurm accounts. It can also be used within an account to impose or remove user constraints. These commands should be run from an ifarm machine. See official Slurm documentation for details, either via the Web or via the sacctmgr(1), scancel(1), and scontrol(1) man pages (which have the benefit of being more likely to be in sync with the version of Slurm we are running at any given time).
